In 1980, Vitaly Chugunov graduated from high school № 128 in Moscow and entered the Moscow State Aviation Technological University, Faculty of Nonmetallic Materials.
In 1985, he graduated with a degree in polymers and non-metallic materials and as a mechanical engineer.
In 1985-1988, he worked at the Moscow Institute of Thermal Technology as an engineer in the technological department for the production of heat-shielded coatings for aircraft, was a member of the Komsomol Committee.
In 1988, Chugunov organized Scientific and Production Center Ogonyok, being its permanent head to this day.
In 2002, he completed advanced training courses under the programs Personnel Management, Marketing and Enterprise Management.
In 2003, he founded the Orthopedic and Neurological Rehabilitation Center in Electrostal, Moscow Region.
Vitaly Chugunov developed and introduced rehabilitation treatment methods for children with lesions of the central nervous system and musculoskeletal system. Created a unique system of intensive rehabilitation for disabled children suffering from cerebral palsy, spinal dysraphism, and consequences of brain injury.
Since 2007, Chugunov has been a supplier of orthopedic products by order of the Department of Labor and Social Protection of Population and the Social Insurance Fund of the Russian Federation.
Since 2012, he has been a provider of rehabilitation services for disabled children ordered by the Department of Labor and Social Protection of Moscow and the Ministry of Social Development of the Moscow region.
Vitaly Chugunov is the winner of competitions of the Government of Moscow and the Moscow region: Manager of the Year - 2004 in the nomination Research and Development. He has thankful letters from the Mayor of Moscow for his work on rehabilitation of disabled people and for his contribution to the development of the social sphere of the city.
He has been awarded by the Moscow City Government: a medal In memory of the 850th anniversary of Moscow, an honorary diploma For personal contribution to the formation and development of small business in Moscow, a medal For Services in Entrepreneurship.
