Duty on sunflower exports to Russia may increase to 20% in 2021

The duty on the sale of sunflower abroad in February next year may increase to 20%, but not below 80 euros per tonne.

Now the duty is 6.5%, but not less than 9.75 euros per tonne.

According to media reports, in May this year the commission for customs-tariff and non-tariff regulation in foreign trade recognized an increase in the rate from 1 February to 31 August next year as necessary.

The Ministry of Economic Development of the country instructed to prepare a relevant draft government decree by mid-September.

At the same time, the commission deemed it advisable to extend until 31 August 2020 the ban on the sale of sunflower abroad, which was imposed on 12 April and is due to expire on 30 June.

Experts are divided into two fronts regarding the proposed changes. Thus, supporters believe that due to the introduction of new norms the cost for loading of processing facilities will decrease and due to this the output and export of the product with high margins will increase.

Other experts believe that such measures will reduce incentives to improve sunflower production and apply new technologies in sunflower growing. This will lead to stagnation of production, change of areas for sowing the crop, which will ultimately provoke a decrease in the raw material base for those who are engaged in processing.

According to media reports, despite the fact that now there are restrictions on the supply of sunflower outside the country, prices for crops continue to rise. So, as of June 4, the average price is 21.9 thousand rubles per ton. The figure is Br317 higher than on May 28, and is Br3.2 thousand more than the price at the beginning of June last year. At the same time, the cost of sunflower oil is also increasing.
