The first version of the methodology with advice on green finance has appeared on the website of VEB.RF.

For example, the recommendations describe the architecture of the national green finance system, where projects that have a positive impact on the environment will receive funds on more favourable terms from the market, the government and development institutions.

In addition, the recommendations serve as a beacon for domestic companies and banks in terms of what constitutes a green project and a green financial instrument.

Alexei Miroshnichenko, deputy chairman of VEB.Russia, spoke about expectations for the project. According to him, initiators of "green" projects will be able to receive more profitable foreign financing, as these recommendations of VEB.RF are in line with international standards.

As added the first deputy chairman of the VEB.Russia Nikolai Tsekhomsky, within the mechanisms of the Project Finance Factory, the corporation plans to give a "discount for green" so that the projects which meet these guidelines, have the incentive to continue working in this direction. He noted that the share of the VEB.RF in such projects will reach about 40%. This will make it possible to significantly reduce the total cost of credit funds.

In the case of more accessible financing of "green" projects qualitatively and quantitatively investments in projects of water and air purification, waste recycling, environmentally friendly public transport, "green" electricity generation will increase.

Earlier, the head of the Ministry of Economy Maxim Reshetnikov said that "green" bonds are an important part of the overall national development plan of the Russian economy.

Recall that the recommendations for "green" financing were developed on the basis of national priorities, taking into account the experience of major international organizations working in this field.

At the same time, as VEB.RF noted, these recommendations are only the first version, which will be improved taking into account the wishes and comments that will be received.
