Public-Private Partnership Week kicked off in Russia

Infrastructure Congress "Russian Public-Private Partnership (PPP) Week" has started in Moscow. The event is organized by the National PPP Center and the Roscongress Foundation.

One of the key topics of the discussion will be the attraction of private investment in the improvement of infrastructure, including the development of urban areas and the use of digital technologies to improve people's quality of life, as well as the application of PPP mechanisms in various areas and development of new tools for long-term financing of infrastructure.

We would remind that in summer 2020, the Russian Prime Minister Mikhail Mishustin paid special attention to the development of transport facilities that would have a multiplicative effect on related industries and would positively affect the investment attractiveness of the regions. The item about emergence of comfortable and safe environment is already included in national development targets till 2030. At the same time, at the federal level they regularly mention the need to involve entrepreneurs in creating high-quality infrastructure and to use, where possible, alternative funding mechanisms instead of budget funds.

One of the main sessions of the Forum will discuss how private investments influence the quality of life in regions and cities. Participants will include heads of ministries, VEB.RF representatives and heads of Russian regions. In particular, they will discuss the development of urban and regional infrastructure and the emergence of incentives for the flow of investment.

There will also be a discussion of the role of the State in the implementation of the PPP projects, and the advantages and disadvantages of bonds and project financing.

The participants will also discuss the potential for such cooperation in the transport sector and new technologies, as well as in the utilities and education infrastructure sectors.

As noted by Deputy Chairman of VEB.Russia Svetlana Yachevskaya, now the country is facing the task of building new roads and social facilities, modernization of housing and utilities sector, development of urban environment and IT-infrastructure. In this regard, according to her, the use of PPP mechanisms may be the best solution, which will allow launching relevant projects as soon as possible.

The event will last until October 1.
