"Opora Rossii" requested public councils under the Federal Antimonopoly Service about business complaints against aggregators

Alexey Kozhevnikov, vice-president of Opora Rossii, asked the leadership of public councils under the regional bodies of the Federal Antimonopoly Service (FAS) about complaints from entrepreneurs about the actions of digital platforms.

Kozhevnikov cited the situation with online accommodation booking platform Booking.com, which prohibits hotels to manage their own sales "by imposing the so-called "price parity" as well as limiting a more favorable offer for the tourist, TASS writes as an example that prompted the request.

In addition, he asked to send proposals to improve anti-monopoly legislation in terms of non-discriminatory access to the services of digital platforms and aggregators of information.

"Entrepreneurs believe that online platforms, acting as intermediaries between the seller and the buyer, should use transparent and clear rules of interaction," Kozhevnikov follows from the document.

Besides, in the age of digital technologies it is necessary to secure business from the market power of digital platforms and aggregators "by accepting the "rules of the game" that will be followed by all participants of the business process and will be understandable to the end user".

He recalled that in Europe, for example, rules for online intermediary services have been in place since last year. They stipulate that the online intermediary should provide an internal free of charge system for handling complaints of entrepreneurs, who work on that service.

In this regard, "Opora Russia" asked FAS to protect consumers and small businesses, including in the field of tourism, in order to ensure the transparency of their activities. To this end, according to Kozhevnikov, they need clear rules for the provision of services, a reflection for consumers of cases where the amount of commission affects the ranking, as well as how the rating and ranking is formed.
