SMEs "saved" about RUB 200 billion on fines

Russian business got rid of unnecessary inspections and fines during coronavirus restrictions.

According to business rights commissioner Boris Titov, the moratorium on inspections of companies and measures to reduce administrative pressure allowed businesses to save about 200 billion rubles in fines, writes "Kommersant". Their total amount was reduced to 42 billion.

It is noted that the number of federal inspections in 2020 was more than halved to 402 thousand. Also, the number of cases of damage during inspections is less frequent - 25 thousand against 38 thousand.

Last year 624 thousand legal entities and individual entrepreneurs were brought to administrative responsibility against 920 thousand in 2019.

At the same time, it is noted that these statistics do not take into account control measures - administrative investigations, raids, "control purchases" - although the share of fines based on the results of inspections of Rostransnadzor and Rostekhnadzor has increased by 50%, Rospotrebnadzor - by 24%.

Also, the Office of the Business Ombudsman noted that a very high percentage of SMEs (about 80%) continues to believe that doing business in Russia is not safe. Every third appeal to the Ombudsman is related to criminal prosecution of business - 23% of such appeals are in Moscow.
