Legal regulations will be relaxed for SMEs
SMEs should pay fines based on revenue. Such conclusions are published in a special report "SMEs/Postkovid. Time for systemic changes", by business ombudsman Boris Titov to President Vladimir Putin.
In particular, according to TASS, the office of the business ombudsman proposes introducing a norm whereby "an offence committed for the first time within one year in the absence of aggravating circumstances" would be punished with a warning instead of a fine.
The scale of fines is proposed to be differentiated by making the amount of the fine dependent on the category of business in terms of revenues - micro, small and medium-sized enterprises.
It is also proposed to prohibit prosecuting both a legal entity and its manager for the same offence.
Titov also proposed to set up a "mediation institute" to resolve disputes between businesses and government bodies, and to introduce liability for unjustified blocking of accounts by tax authorities.
