Russia may introduce benefits for businesses for employing prisoners

Small and medium-sized enterprises in Russia would be able to obtain social status and additional support measures for the employment of prisoners. The corresponding draft law was adopted in the first reading by the State Duma of the Russian Federation.

"The bill is designed to improve the system of measures aimed at increasing the employment of inmates while serving their sentence", the explanatory note to the document reads.

The enterprise will have to conclude an agreement with an institution of criminal enforcement system. As one of the authors of the draft, Deputy Chairman of the Federation Council Committee on Economic Policy, Valery Vasiliev, explained to reporters, now when entrepreneurs organize production in the territory of prisons, inmates get skills to work with modern equipment and learn new professions, "which affects the ability to find a job after release.

Earlier, the initiative to attract convicts to work instead of migrants was made by the director of the Federal Penitentiary Service (FSIN) Alexander Kalashnikov. According to him, in this way the problem of labor shortage could be solved, labor migrants could be replaced, and victims could be compensated more effectively from the wages of prisoners.
