Putin instructed the regions to rid businesses of "excessive formalities"

Russian President Vladimir Putin, speaking at the St. Petersburg International Economic Forum, instructed regional heads to develop "transparent" and comfortable conditions for business, provide access to their urban planning and infrastructure plans, remove "unnecessary links" and "redundant formalities."

"By 2024 everywhere, in every region of Russia, it is necessary to provide transparent, predictable and comfortable regimes for business, for private investment and for launching new projects. What we are talking about here is that every region will have to clearly identify its development priorities. This information should be open for business, as should the regions' urban planning and infrastructure plans for laying engineering networks, roads and communications systems. Thus, it will be easier for business to choose the optimal location for the location of a new production or other facility," the President said at the plenary session of the forum.

He noted that unnecessary links, "various kinds of redundant formalities and approvals" should be eliminated. And this should be done, first of all, "on the most sensitive positions.

"This includes connection to the networks and getting a construction permit and so on. At the federal level we are consistently removing all sorts of anachronisms. So, from September 1 of this year, almost 4 thousand more building codes will cease to be mandatory. Given this decision, 3 thousands of formerly more than 10 thousand compulsory norms will be left, but there is still room for improvement, "- said the head of state.

He has underlined that each region has to offer a clear algorithm of actions that will allow the investor quickly, without loss of time and costs "to pass the way from a business idea to the opening of new production or commissioning of the constructed facility.

The St. Petersburg International Economic Forum is taking place from June 2 to 5. This year's theme is "Together Again. The Economy of New Reality". The event is organised by the Roscongress Foundation.
