The requirement to register bottled water in Russia will come into force on 1 September

The Russian Government has approved rules for the labelling of packaged water, with the mandatory transfer of information to the labelling system for the retail sale of products to begin from 1 September 2021. The government decree was published on the official Internet portal of legal information.

It should be reminded that the experiment on labelling of mineral and drinking packaged water started in Russia on April 1, 2020 and ended on June 1. It involved 319 manufacturers producing different volumes of products - from 60 to 36 thousand units. The goal of the experiment is to stop the illegal import, production and circulation of packaged water, including counterfeit water, as well as to increase the collection of customs and tax payments.

According to the decree, mandatory labeling of mineral water will be introduced from December 1, 2021. Other bottled water will be labelled from 1 March 2022.

Producers of bottled water will have to submit an application for registration to the state information monitoring system starting from September 1, 2021, but no later than seven days from the date of commencement of activities. Participants of the turnover, carrying out activities in remote or hard-to-reach areas, must carry out registration in the information system within 30 days from the date of emergence of the need to carry out their activities. Those who took part in the marking experiment as of 1 June 2021 do not need to register in the system.

On November 1, 2022 volumetric accounting, that is, the mandatory transfer of information on the circulation of labeled water will be introduced in Russia. At the same time data on withdrawal from circulation for reasons other than retail sales will be transmitted. On March 1, 2025 information about labeled water circulation will be transmitted and accounted on a per-example basis.
