The Government of Russia has supported the draft law on creation of the register of innovative companies - final recipients of state support measures. It will enable control over spending of allocated funds, reported the Ministry of Economic Development (Ministry for Economic Development) of Russia.

"The document creates two information systems that are important for the departments responsible for elaboration of the state policy in the scientific and innovation sphere: a unified register of final recipients of state support of innovation activities and EGIS (unified state information system - ed.) of accounting of research, experimental design and technological works of civil purposes", - said in the message of the Ministry of Economic Development.

The register will help to identify companies and technological entrepreneurs, which carry out innovative activities. It will allow to receive "feedback" and to measure the effect of the realization of the state support measures, as it is explained at the Department. The data obtained will be taken into account when planning new and adjusting the existing support measures.

"The state will be able to spend budget funds allocated for scientific research and innovation development more efficiently, while development institutions will improve the quality of selected projects and expertise. As a result, the government will receive a serious analytical mechanism: we will see how innovative business feels and who represents it," the head of the Ministry Maksim Reshetnikov commented on the initiative.

The document also establishes the responsibility for the existing state system of registration of research, experimental designing and technological works of civilian designation. It will be administered by the Ministry of Education and Science. Besides, it is established and the list of information which should be placed in the system on a mandatory basis, it is: subjects of scientific researches, projects and plans of scientific works, reports on implementation of research and development works that do not contain commercial and other secrets protected by law.

At the same time, the procedure for the formation and maintenance of the register and the UGIS will be determined by the government in due course.
