Boris Titov: moratorium on inspections for SMEs should be extended

A moratorium on inspections of small and medium-sized enterprises (SMEs) should be extended until the end of 2022. The proposal was made by Boris Titov, presidential commissioner for protection of entrepreneurs' rights, in his address to President Vladimir Putin, TASS reports.

He explained that the principle is the same: scheduled field inspections, inspection visits and raids should be abolished. Unscheduled inspections are only possible in case of threat to life and health of citizens, emergencies of natural and man-made nature.

Among other things, the report notes the continuing problems in the relationship between businesses and regulatory authorities.

"The amounts of fines are disproportionate to the violations. The number of "business" articles in the Administrative Code on administrative offences is so high," reads the appeal.

The apparatus of the commissioner sees a solution to the problems in the introduction of a system of financial insurance of businesses against illegal actions (inaction) of the control and supervisory authorities - voluntary insurance of business with simultaneous co-financing of contributions by the state.

If a violation is committed by a regulating body the insurance company will have to pay a compensation to the business.
