Types of business eligible for concessional lending will be expanded in Moscow

The Moscow City Government will expand the list of business activities eligible for a concessional loan under the anti-crisis business support programme. Such a decree has been signed by the mayor Sergey Sobyanin.

As it is specified on an official portal of the capital mayoralty mos.ru, for support of small and medium-sized business (SME) to the number of the priority kinds of activity are added granting in rent (letting out) own movable and immovable property (except the ground areas, apartment houses, houses, apartments and other living premises), except granting under contracts of financial rent (leasing), and also activity on service of buildings and territories.

"Until December 31, 2021, SMEs operating in one or more priority sectors will receive support of up to 8% per annum on newly taken loans," the report said.

In terms of support for businesses that are not related to SMEs, the list of priority sectors is extended by such areas as catering, cultural, exhibition, educational activities, culture, leisure, entertainment, fitness and sports activities, personal services (services of hairdressers and beauty salons).

The large enterprises, operating in one or more priority sectors, will be supported until December 31. They will be able to get up to 4% per annum on loans taken from July 1, 2021.

In order to get support measures, the enterprises must meet the basic conditions. Thus, the amount of income of an organization or individual entrepreneur, derived from entrepreneurial activities of all types of activities and applicable to all tax regimes in 2020, must not exceed 2 billion rubles in total. The average number of employees in 2020 should exceed 250 persons, the specific weight of income from the sale of services in the implementation of priority sectors should not be less than 70% of total income in 2020. Also, the average monthly amount of payments to employees according to the calculation of insurance premiums for the previous year must not be less than the regional average monthly wage in the industry, and the organization itself must be a for-profit.

According to the Mayor's office, since May 2020, more than 18 thousand companies with more than 127 thousand employees have received concessional loans to the amount of 132.9 billion rubles.
