The Ministry of Natural Resources and Ecology of the Russian Federation has proposed changing the formula for calculating the environmental levy. The ministry believes that the base rate should be multiplied by an increasing coefficient from one to five depending on the environmental friendliness of products, Izvestia reports.

It is assumed that the multiplying factor will take into account four factors: how easy it is to recover products from waste, whether it is profitable to recycle it and whether the technology is developed for this, how many times the product can be recycled and whether there is a demand for recycled materials from this fraction.

At the same time, the publication notes that the Ministry of Industry and Trade has not approved the draft methodology, as the establishment of environmental coefficients can lead to the burden on socially important industries. The Ministry of Economic Development and the Ministry of Agriculture are now studying the methodology.

Today the fee is calculated by a simpler formula. It includes a fixed rate of collection, the mass of products or number of units, and the rate of processing for a particular category of goods - a maximum of 45%. All variables are multiplied.
