The State Duma proposes to lift the ban on subsidizing the payment of housing and communal services for debtors. Debtor beneficiaries will need to conclude an agreement on debt repayment with a management or resource supply company. Deputy Vladimir Koshelev says that if a person has concluded such an agreement, but violates it for six months in a row, then the right to receive benefits does not disappear, but the form of its provision will change.

"In this case, subsidies will be sent directly to the housing and communal services enterprise," the deputy added.

Now the relevant draft law, involving amendments to the Housing Code of Russia, has been submitted to the government for consideration.
