The Togliatti Special Economic Zone continues its dynamic development in 2022. Dmitry Bogdanov, Minister of Economic Development and Investments of the Samara Region, spoke about the work to attract new investors to the SEZ and increase its attractiveness for Russian and foreign companies.

The Togliatti SEZ is a key development project of the Samara Region. Today, 32 companies are residents of the site, 14 of them have already launched their production facilities.

Over the past 4 years, a medical device factory has been opened in the Togliatti SEZ, which became the first manufacturer of nitrile medical gloves in Russia. The company "Mabscale" has started the production of pharmaceuticals, "Ozon Pharm" has launched a second line of medicines, including anti-ulcer, antiviral and other drugs. The manufacturer of automotive components "Foresia automotive solutions" has opened the production of car seats and accessories for them.

In 2022, the flagship investment platform of the Samara region was replenished with three new residents. They intend to implement projects in the SEZ to create a production of liquefied natural gas, a service metal center, as well as a plant for heat treatment of metal products.

"Residents of the SEZ in 2022 invested 1.3 billion rubles in the implementation of their projects. Over the entire period of operation of the Togliatti special economic zone, the total investment of companies exceeded 20.3 billion rubles, residents created more than 2,600 jobs for residents of the region, Dmitry Bogdanov said. - The SEZ is under the personal control of the Governor Dmitry Azarov, to whom the progress of the project is reported monthly. We create all the necessary conditions for business in the region: we develop investment sites, introduce new support tools, support at every stage. Investors see this and choose the Samara region to implement their projects," the minister added.

Residents of the Togliatti SEZ receive a wide range of preferences: exemption from property tax and transport tax for a period of 10 years, land tax – for 5 years. Companies are also provided with a free connection to energy resources here. The whole range of benefits and preferences allows you to save up to 30% of capital costs for construction.

In order to create better conditions for potential and existing investors, the regional Government, together with JSC "Russian Railways", implemented a concession for the construction of a railway line to the SEZ territory. Currently, the railway is already operating in the "temporary operation" mode, it has already allowed attracting a number of large investment projects to the SEZ. Potential consumers of railway transport services will be more than 10 residents.

In the immediate vicinity of the special economic zone, the Togliatti – Yagodnoye highway is being reconstructed. Of great importance for residents will be the construction of a bridge crossing over the Volga, which will become part of the international transport route Europe – Western China.

The SEZ has the status of an industrial park – production buildings are built by the management company at the request of the investor with subsequent lease or purchase. Such a project was the Foresia plant. The total area of the buildings erected exceeded 24 thousand square meters.

According to the accumulated results of work since the beginning of its operation, the investment site is among the top three special economic zones of industrial and production type in the country, and is also a leader in the dynamics of the number of jobs created. According to the results of the V National Rating of investment attractiveness of special economic zones, the Togliatti SEZ entered the TOP of the most attractive sites for investors in Russia. The analytical center "Expert" also awarded the highest rating to the investment potential of the Togliatti SEZ.

According to forecasts of the regional Ministry of Economic Development, by the end of 2025 the number of residents will increase to 41 companies, the total investment volume will reach 45 billion rubles, and the number of jobs – 3.8 thousand.
