Russia will adopt a law to stimulate the IT industry

The State Duma passed in the second reading a bill on so-called regulatory sandboxes. It concerns the possibility of establishing experimental legal regimes in the innovation sphere.

According to the draft document, the regimes can be introduced in 8 sectors where it is proposed to use IT technologies - medicine and pharmaceuticals, transport (including unmanned), online education, financial market, e-commerce, construction, state and municipal services and supervision and industry. This list was also supplemented by agriculture and areas of development, testing and application of digital technologies, which were established by the Cabinet of Ministers.

The law is expected to create legal conditions for the accelerated emergence and use of new products in areas where IT solutions can be applied, including artificial intelligence and neuro-technology.

As explained in the government, now in our country there is no common mechanism for the introduction of experimental legal regimes, which leads to a variety of practices for legal experimentation.

It is expected that after the adoption of the law, restrictions on the testing and implementation of IT solutions will be removed locally for their further refinement and expansion throughout Russia.
