The Russian government is planning to carry out reforms of development institutes, various scenarios for such changes are being discussed now. VEB.RF and a number of other companies with state participation have already prepared proposals on reorganization of the system of development institutions, RBC writes.
At the moment the work of such organizations is being analyzed. In particular, the impact of institutions on the achievement of national objectives prescribed in the decrees of the Russian president, as well as the overlap between them, government agencies and commercial organizations are evaluated.
According to the newspaper, in some cases, the intersection of functionality of development institutes with several ministries has already been identified. Among the proposals was the transfer of overlapping functions of development institutions to government bodies. If the work of the institute is insignificant in the context of national priorities or has a lot of overlap with government agencies, its activities can be optimized.
The government may also reduce the number of development institutions, the media reports.
At the same time, when analyzing a number of organizations with unique functions, such as Roscosmos, Rosnano or Rosatom, they are singled out into a separate group.
Changes in the management of development institutions are not ruled out together with the elaboration of changes in their management. So, according to RBC, Anatoly Chubais may step down as head of Rosnano. It turns out that he was offered "to deal with the Arctic. The company's press service said that although the head of Rusnano likes the Arctic, "he hardly sees himself as a polar explorer. Also, the press service said that Rosnano on behalf of the Cabinet of Ministers is developing a strategy for the company until 2024.
According to the newspaper, the authorities are considering several options for reforms. One of the scenarios involves consolidation of development institutions, whose work is related to the implementation of national objectives, based on the VEB.
The second variant envisages coordination within VEB.RF group with inclusion of the relevant development institutions into the contour of the state corporation, however, without complete consolidation. Under this scenario, the VEB.RF contour would include several funds at once, namely: Industry Development Fund, Housing and Utilities Fund and Skolkovo Fund, as well as SME Corporation, Rosnano, Dom.RF and Russian Export Center.
Another variant of the reform is coordination in a partnership format, involving joint management of development institutions by Vnesheconombank and specialized organizations.
