Moscow leads Russian cities in electronic cross-border trade

The U.S. online auction site eBay announced the launch of an interactive electronic map of Russia with information on the volume of sales of goods abroad using eBay service.

Visual infographics on exports through eBay

The tool provides reliable information about the number of exporters working through eBay for each region, as well as the types of products. The map is made as a visual infographic, stylized as a map of the Russian Federation with a division into regions.

The statistical data of the map is formed on the basis of data about postal codes of Russian sellers, data about the location of parcels and the trend. The press service of the Russian representative office said that at the moment the map contains information for the next year and will be updated every three months at the initial stage.

Moscow and St. Petersburg are the leaders in sales

Current statistics of the interactive map allows to determine the Russian regions leaders in the number of goods sold through the electronic auction. Quite predictably, Moscow and St. Petersburg were the leaders. For the past year, just over 750 thousand goods were sent abroad from Moscow through eBay, and 415 thousand from St. Petersburg.

The Udmurt Republic is far behind in the ranking with a large gap with 177 thousand goods sent abroad by users of electronic auctions. Straight after Udmurtia goes Krasnodar Territory with almost 130 thousand goods. Then Novosibirsk, Sverdlovsk and Yaroslavl regions with 92, 86 and 60 thousand goods, respectively.

You can find the following data on the number of regional exporters from the interactive map. After Moscow and St. Petersburg, Krasnodar Krai and the Republic of Bashkortostan have the most suppliers. Each of these regions has about a thousand stable suppliers of goods through eBay. Slightly less in the Sverdlovsk region - 856. Then the rating includes Rostov, Chelyabinsk and Novosibirsk regions, each of which has from 600 to 650 permanent suppliers. The leaders in the number of vendors are the same - Moscow with 8 thousand vendors and St. Petersburg with 3 thousand.

The launch of the interactive map was commented by Ilya Kretov, general manager of eBay on global emerging markets. He noted that the tool presented will be the first of its kind, which will allow you to track trends in cross-border trade freely and transparently. All tools are publicly available. Ilya Kretov expressed the hope that this development "will become a reference point for regional governments, business support centers and export centers that will be able to monitor the success of their entrepreneurs on the eBay platform."

New rules for international e-commerce

Earlier, the Russian government prepared a program for implementing an experiment to create a new model of cross-border e-commerce. In particular, a meeting, chaired by Prime Minister Mikhail Mishustin, was held to discuss the regulation of electronic commerce between citizens and legal entities of the Russian Federation and other countries.

The Prime Minister suggested to carry out an experiment on creation of a separate customs warehouse especially for on-line trade. Participants at the meeting supported the idea, agreeing that such a solution would be mutually beneficial for sellers, buyers and the Russian state.

Mishustin said that the task of the government is to support the development of cross-border online commerce in Russia and to ensure that Russian citizens can freely buy on foreign trading platforms, and businesses - to use these platforms for export operations. For this purpose, according to Prime Minister, it is necessary to develop a transparent and clear mechanism that would have a clear and unambiguous rules and regulatory tools. It is also necessary to thoroughly work out the issue of working conditions, to improve related services, for example, postal delivery.

Among advantages of a separate warehouse creation Russian Prime Minister marked out an opportunity to reduce expenses for the seller that will help to provide increased demand due to a wider range of possibilities to regulate prices. An important advantage for the consumer will be an unconditional reduction of delivery time for goods both within the country and abroad. The government, according to Prime Minister, would benefit from such a scheme because of the transparency of transactions - it would also provide an opportunity to effectively use the tools to protect consumer rights.

General Director of the Russian Post Maxim Akimov expressed his opinion on this issue. Akimov believes that there is no single universal model that would regulate cross-border electronic commerce today. In his opinion, our country has to experiment and develop its own model. In this respect he actually supported the idea of the Head of the Government.

Akimov stressed that the point of the experiment proposed by Mishustin is not to blindly accept ready-made scenarios, not to get hung up on Western models as a model, especially since they themselves are burdened with a lot of conventions. The optimal way, according to the head of Russian Post, is to experiment and try new solutions.

At the moment the idea of creating a separate customs warehouse is drawn up in a more concrete framework. For example, it is planned to create special conditions under which goods that Russian citizens order on the electronic auction platform would pass through a centralized warehouse. Nobody is going to abolish or reduce customs duties and VAT in this way, but the new model promises to be at least significantly faster in terms of delivery time. We are talking about such terms as one or two days in Central Russia.
