The new Code of Administrative Offences will allow paying discounted fines not only to citizens, but also to entrepreneurs.

According to Dmitry Korotkov, adviser to the Minister of Justice of the Russian Federation, sanctions will be mitigated if the offences are not classified as gross violations,Rossiyskaya Gazetawrites.

"Namely: mandatory replacement of the fine with a warning for the first offense, the possibility to pay a fine in the amount of half of the imposed," he said. Korotkov clarified that this would be an analogue of 50% discount on the fine, which is now paid by drivers for traffic violations.

Also, an administrative penalty will be payable in the amount of one-third of the minimum penalty by the person, not contesting the occurrence of an administrative offense and his guilt in its commission.

In addition, it will be forbidden to sum up fines for simultaneous detection of several homogeneous offenses, including during the control measures.

When imposing a fine, financial and property status of small businesses will be taken into account. For them the sanction will be lower as for individual entrepreneurs.
