Negotiations between Rosinfomonitoring, representatives of banks, the Ministry of Finance and the Central Bank on the creation of a Russian regulated crypt currency have already begun, says "Kommersant," referring to deputy director Pavel Livadny.

Russian currency will not be generated by the computer by a certain algorithm, as bitcoin, said Livadny. It is a proper issuer with rights and obligations, whose activities are likely to be licensed.

Citizens will be able to exchange rubles for crypt currency on special electronic platforms, the source adds. It is also planned to regulate the rules of exchange. The identity of the person purchasing the cryptographic currency will be necessarily identified, "in order to minimize anonymous translations".

The publication refers to data according to which, simultaneously with the introduction of the national crypt-currency may be forbidden to use other similar systems in the country. Livadny emphasizes that there is no draft law in this regard yet.

In 2015, WebMoney offered the Central Bank itself to become an issuer of cryptovalue, which may become an alternative to electronic money. Its own system of virtual money has developed and asked to legalize also the company Qiwi.
