Russian authorities plan to increase procurement by major customers from SMEs to 5 trillion by 2025

The volume of purchases from small and medium-sized enterprises (SMEs) by the largest, including state customers, in Russia should reach 5 trillion by 2025. This was announced by Irina Orel, Deputy Director of the Department for the Development of Small and Medium Enterprises and Competition in the Ministry of Economic Development of Russia.

She reminded that the stimulation of growth of procurement from SMEs is provided under the national project "Small and Medium Entrepreneurship and support of individual entrepreneurial initiatives".

"By 2025 we need to reach the volume of procurement of 5 trillion. Accordingly, there are a lot of changes in the legislation. In 2020, we have increased the quota from 18 to 20% of purchases by major customers from SMEs, extended the 233-th federal law ("On the procurement of goods, works and services by individual types of legal entities" - ed.) on self-employed, introduced administrative responsibility for violation of terms of payment under the agreements together with the FAS "- said Irina Orel at the St. Petersburg International Economic Forum-2021.

According to the ministry representative, at the moment there are several other initiatives in the field of procurement. This is an increase of quota from 20 to 30% for SMEs and from 18 to 20% for special tenders, spreading the quota to all customers, as well as monitoring of these customers by the SME Corporation.

"We are planning amendments to Federal Law 209 ("On the development of small and medium-sized enterprises in the Russian Federation" - ed.) - the so-called "growing", when the largest customer will "grow" potential suppliers of SMEs, sharpening them for their specific programs. ...We hope that these initiatives under the national project will help medium and small businesses," - she noted.
