Taxi drivers' union predicts market collapse after introduction of KIS ART

Yaroslav Scherbinin, chairman of the Taxi driver trade union, has sent a letter to Prime Minister Mikhail Mishustin, head of Roskomnadzor Andrei Lipov and Minister of Transport Vitaly Savelyev criticizing the new mandatory system "Taxi Work Analytics" (KIS "ART"), which will come into force on August 1, writes Forbes.

KIS "ART" is an electronic service, which will ensure that taxi drivers do not overwork, pass regular medical examinations, complete all necessary documents, pay fines and do not have a criminal record for serious crimes. The drivers, who will not be registered in the system, will not be allowed to work in Moscow and its region, including via taxi aggregators, from August 1.

According to the union, the introduction of the system will lead to a collapse in the market and will require "significant financial costs" from the taxi companies. In addition, the earnings of the drivers, still not recovered from the negative effects of the pandemic, will decrease because of the "revision of the schedule of their work". The "Taxist" stresses that the new hard-to-implement rules will slow down the recovery and development of the taxi industry and lead to the growth of drivers in the "shadow" transport sector.

The union suggests launching the new system in the pilot mode to make the transition as smooth as possible for the taxi market participants. While the system is being tested there should be a moratorium on any penalties for "improper" transfer of information to the system, they say.
