The Ministry of Digital Development of Russia has prepared proposals to adjust requirements for products and rights holders to be included in the register of Russian software (software), RIA Novosti reports.

The Ministry explains that the draft package of proposals was prepared to optimize the procedure for formation and maintenance of the unified register of Russian programs and software of the Eurasian Economic Union member states.

Under the draft decree, the application for inclusion of the program in the register of Russian software will be able to submit Russian commercial organizations "without predominant foreign participation," not only by the total share of Russia, its regions, municipalities and citizens, but also "by the principle of control in terms of decision-making" by one or more persons.

Technical means for storage of source code and object code of software to be included in the register must be located in Russia, as well as technical means necessary for activation, release, distribution and management of license keys.Services providing access to this software must also be freely available throughout the country, including in Sevastopol and Crimea.

The authorities added another requirement: software owners should have organizational and technical capacities as well as staff of specialists that would ensure "full implementation of rights.
