Russia is developing a system for pricing CO2 emissions

Russia plans to develop a pricing system for greenhouse gas emissions in the process of implementing the Sakhalin experiment to reduce CO2 emissions, said on Tuesday the Minister of Economic Development Maxim Reshetnikov, writes "Interfax".

According to the minister, the marginal, as in the European system of trading quotas, and the average pricing is considered. "Even if we divide 50-60 euros by the total volume (emissions of greenhouse gases), we get 5-7 euros per tonne of CO2. And these are very different figures. They will have a very different impact on the economy," the minister commented.

The Minister noted that, in addition, one has to determine the methodology of distribution of CO2 quotas. "What should be taken as a basis: a historical principle of distribution or the best global benchmarks? Or take our best available technology? How do we take budgetary efficiency into account? Should we take into account the amount of taxes paid to budgets of all levels when allocating the quotas? "These are all questions we have to answer and to develop this system," he said.

However, he noted that the implementation of climate projects should not lead to an increase in the fiscal burden.

The Sakhalin experiment involves taking an inventory of greenhouse gas emissions and removals, setting emissions quotas for major emitters, and trading off emission allowances that could be sold to other companies if they 'save' on emissions. The aim of the experiment is to make the region carbon-neutral by 2025.
