WTO to establish an arbitration panel to consider the dispute between the EU and Russia
The World Trade Organization (WTO) has granted a request of the European Union to form a panel of arbitrators to consider a dispute with Russia on state procurement.
It is expected that the panel will study Russian measures, which are part of the import substitution program, according to the European Union, incompatible with WTO rules.
As a reminder, the EU is challenging "three Russian measures which appear to be incompatible with WTO law, in particular with the basic principle of the national WTO regime, which requires WTO members to treat foreign and domestic producers in a non-discriminatory manner." Measures include national procurement quota requirements, discriminatory evaluation of procurement applications, and prior authorization requirements.
